On January 13, 2017 Axon Consulting presented in Istanbul its Independent Report on the Vision for National Broadband Strategy in Turkey commissioned by Vodafone. The event took place in the historic Ciragan Palace with the attendance of the Turkish press, with whom Axon and Vodafone held a Q&A session at the end of the presentation providing a high-level overview of the Report. 

The Report prepared by Axon Consulting provides a strategic vision for the future of Fiber-to-the-Home (FTTH) and Fiber-to-the-Building (FTTB) networks in Turkey. With the right policy initiatives and the other measures that incentivize investment in the deployment of fiber networks, Axon’s forecast model on which the Report is based upon indicates that Turkey can exhibit a strong growth in fiber coverage, with 3 out of 4 households in the country potentially connected to fiber within the next five years.

Axon Consulting has released a new Paper, co-sponsored by Microsoft, which looks at the main challenges concerning the use of coud computing services by the public sector and the potential policy actions to address them.

Governments across the world are increasingly looking at cloud computing as an IT alternative for the provision of better, more efficient and less costly public services to their citizens.
Nevertheless, it is still common for them to be reluctant to move their data to the cloud. As a more cautious response to this new and paradigm-shifting technology, government authorities may
• be concerned about information security and data protection problems associated with cloud services
• consider imposing data localization obligations, among other measures.

 

Our studies show that information security and data protection may overlap or complement each other, but are not substitutes, nor do they target the same objectives. What’s more, data localization may not be the right way to address these public policy objectives. On the contrary, if generalized, data localization can have an adverse effect on the local take-up of cloud services by public and private clients.
Our Paper concludes that, although overregulation of the cloud should be avoided, there is room for cloud policy and rules to address clear existing needs or gaps through a mix of mandatory and non-binding rules. The range of cloud-specific issues that may require such regulatory intervention is not limited to information security and data protection.

El Instituto Federal de Telecomunicaciones (IFT) propone que Teléfonos de México (Telmex), empresa del grupo América Móvil, preste servicios de última milla sobre su red de fibra óptica (FTTH-GPON)* y que las tarifas estén basadas en costos incrementales de largo plazo.

Por encargo del IFT, Axon Consulting ha desarrollado un Modelo de Costos para facilitar la determinación de las tarifas de un servicio mayorista de acceso virtual al bucle local de fibra óptica (conocido como VULA, por sus siglas en inglés).

El modelo de la red de acceso de fibra óptica del AEP calcula los costos de prestación del servicio de Desagregación virtual – VULA así como la desagregación física de los enlaces dedicados sobre fibra punto a punto. Asimismo, se dimensionan adicionalmente los siguientes servicios con el objetivo de asegurar el correcto dimensionado de los costos de red: Servicio de Acceso Indirecto (o bitstream por su terminología en inglés), Acceso fibra minorista y Enlaces dedicados sobre fibra.

Los principios generales, hipótesis y premisas bajo las cuales ha elaborado el modelo se resumen en:

• Metodología de costos incrementales promedio de largo plazo.
• Enfoque de modelo ascendente (Bottom-up).
• Horizonte temporal de 4 años futuros a partir del año en curso, que considera información del año 2015 como referencia para calibración del modelo.
• Enfoque Modified Scorched-Node, que se calibra con los elementos de red presentes en la red del AEP.
• Metodología del Costo de Capital Promedio Ponderado a fin de representar un monto razonable de retorno sobre el capital invertido por un operador de telecomunicaciones.
• Método de anualidad inclinada para calcular la amortización de los activos, con la posibilidad del método de anualidad inclinada ajustada.
• Categorías de costos en consideración: CapEx, OpEx, Costos Generales y de Administración.
• Asignación de costos comunes a servicios utilizando la metodología de “Capacidad Requerida”.

En marzo de 2014 el Pleno del Instituto Federal de Telecomunicaciones (IFT) determinó que el grupo de interés económico de América Móvil constituía un Agente Económico Preponderante en el sector de Telecomunicaciones. Por ello, el IFT estableció una serie de medidas para permitir la desagregación efectiva de su red local, de manera que otros concesionarios de telecomunicaciones pudieran acceder a ésta de manera eficiente, promoviendo así la competencia y el desarrollo de la industria.

El 30 de noviembre de 2016 es la fecha límite para publicar la Oferta de Referencia de los servicios de desagregación efectiva de la red local para el periodo comprendido del 1 de enero de 2017 al 31 de diciembre de 2018, la cual tomará en consideración los resultados y recomendaciones resultantes de este proyecto en lo relativo a las tarifas de los servicios de desagregación de fibra óptica.

El modelo está siendo sometido a un proceso de consulta pública, tal y como manifiesta el IFT, “con la finalidad de recabar comentarios de la industria, los concesionarios, permisionarios y autorizados, así como de especialistas en la materia y del público en general, para ser analizados y, de resultar procedente, fortalecer el Modelo de Costos”.

Axon Consulting colabora con el IFT desde 2014 en diversos proyectos relacionados con la Reforma de las Telecomunicaciones en México y la regulación asimétrica impuesta a los agentes económicos preponderantes.

 

 

*NOTA: Entre más de 30 operadores de 16 países de América Latina y el Caribe, según una investigación reciente del FTTH Council Latam, Teléfonos de México (Telmex) sería el operador con el mayor despliegue de fibra óptica al hogar (FTTH, por sus siglas en inglés) de la región. A finales de 2015, el mercado más grande de FTTH/B fue México, el cual con 1,29 millones suscriptores sobrepasaba ligeramente al de Brasil, que contaba con 1,25 millones de suscriptores. Ambos países representaban más del 69% del número de abonados de la región. Otro país que mostró un crecimiento muy interesante fue Colombia con más de 150.000 suscriptores y 1,3 millones de hogares pasados.


On 24 July 2016 The CITC presented a draft regulatory framework  concerning the cloud computing industry and launched a public consultation to gather views and feedback from national and international stakeholders. The initiative covers the cloud services provided to users within the KSA as well as services that may be offered internationally by providers in the KSA. ‎It is the first in its kind in terms of being targeted to the cloud industry and introducing a single point of reference in a local jurisdiction. Axon has advised the CITC in the devising and the drafting of the regulation
