The European Commission launches the first consultation phase on the cost models developed by Axon

The European Commission (EC) launches the first consultation phase on the cost models developed by Axon for the review of wholesale roaming and mobile termination caps

Axon was appointed by the European Commission (EC) in May 2018 to carry out the implementation of bottom-up models to calculate the cost of providing mobile telecoms services in 31 EU/EEA countries.

The outcomes of this project will assist the EC in (i) the evaluation of the need to review the wholesale roaming price caps in the context of the RLAH regulation and (ii) setting a single maximum mobile termination Euro Rate across the EU/EEA, as mandated by the draft EECC (link).

As part of this process, the EC has launched the first consultation round last Monday, 29 October, involving all EU/EEA NRAs and operators, with the objectives of:

  • Providing full transparency to the Industry with regards to the methodology, inputs and outcomes of the cost models
  • Gathering feedback from stakeholders on the methodology, inputs and outputs of the models
  • Maximising the accuracy and representativeness of the results for each of the countries included in the cost study.

EU/EAA NRAs are expected to provide their feedback, together with comments and information provided by stakeholders in their respective countries, by 23 November.
